A large international Asia-based organization with its U.S. headquarters in New York, is seeking an experienced Senior Payroll Manager to lead the payroll operations across a fast-growing, multi-state workforce. This individual will oversee all aspects of payroll processing, compliance, and reporting for 1,000+ U.S. employees while partnering closely with global teams. This role requires full professional fluency in Mandarin or Cantonese

Responsibilities:

  • Lead end-to-end U.S. payroll processing for a 1,000+ employee population across multiple states, ensuring accuracy, timeliness, and compliance.
  • Manage and mentor a payroll team; establish best practices, streamline processes, and drive operational improvements.
  • Serve as the primary liaison between U.S. payroll and Asia-based corporate teams; communicate effectively in Mandarin or Cantonese to support cross-border coordination.
  • Oversee tax filings, garnishments, deductions, benefits integrations, year-end processing (W-2s), and regulatory reporting.
  • Ensure compliance with federal, state, and local payroll regulations, as well as alignment with internal controls and audit requirements.
  • Partner with HR, Finance, and Legal on employee compensation changes, accounting close, audits, and system enhancements.
  • Maintain payroll system data integrity and support implementation and optimization of payroll and timekeeping systems.
  • Analyze payroll data, prepare reports for leadership, and support strategic initiatives related to workforce planning and compensation.

Qualifications:

  • 5+ years of U.S. payroll experience with at least 2 years in a management or lead role.
  • Experience overseeing payroll for large, multi-state organizations (1,000+ employees strongly preferred).
  • Full fluency in Mandarin or Cantonese is required.
  • Strong knowledge of federal, state, and local payroll regulations, payroll taxation, and compliance requirements.
  • Prior experience working with international or Asia-based companies is highly preferred.
  • Proficiency with payroll and HRIS systems (e.g., ADP, Workday, UKG, or similar).
  • Excellent communication skills and the ability to collaborate with global stakeholders.
  • High attention to detail, strong analytical capabilities, and commitment to process excellence.
  • CPP certification is a plus.
